The Finnish National Landsurvey (NLS) wants to open several databases, such as the terrain database, detailed raster maps, and digital aerial images for free of charge to all users. NLS bases it’s proposal to the prime minister Jyrki Katainen’s Government programme (see the quotes from the Gov. programme at the end of this post) and spesific government resolution about public data.

Currently NLS collects fees for data sales about 5.0 M€ per year. As a result of the NLS proposal the direct revenue is expected to decline, so that next year it would be only 3.8 M€. At the same time also the costs would fall significantly.

The NLS charges are set in the legal regulation. The ministry of Agriculture and Forestry (NLS works under this ministry) made an official proposal to change the regulation so that it would allow the NLS to open the datasets free of charge. The proposal got strong support from other ministries and stakeholder. Only the Budget Department from the Ministry of Finance is opposing the proposal.

Euroopan komission tämänpäiväisessä lehdistötilaisuudessa (ks. lehdistötiedote 12.12.2011) julkistettiin todella merkittävä Eurooppalainen avoimen datan strategia. Merkittävää on jo sekin, että nyt vihdoin puhutaan EU tasolla avoimesta datasta, eikä vain PSI:stä (Public Sector Information). Strategian keskeiset kolme suuntaa ovat:

1# Komissio näyttää ensin esimerkkiä asettamalla tietonsa maksutta yleisön saataville uuden portaalin kautta. Tämä tarkoittaa, että 2012 keväällä julkaistaan EU:n oma datakatalogi (vertaa data.gov.uk), jonka kautta saa aluksi EU:n toimielinten ja viranomaisten datavarantoja ja joka myöhemmin tämä portaali voi toimia EU-maiden datakatalogien agregaattorina.

2# Toiseksi luodaan avointa dataa koskevat tasapuoliset toimintaedellytykset kaikkialla EU:ssa. Komissio ehdottaa julkisen sektorin hallussa olevien tietojen uudelleenkäytöstä vuonna 2003 annetun direktiivin (PSI -direktiivi) ajantasaistamista.

Ajantasaistamiselle on todella tarvetta, sillä nykyinen direktiivi on ylevistä tavoitteistaan huolimatta ollut hampaaton. Esimerkiksi Suomessa Valtiovarainministeriö kuittasi direktiivin nykyversion yhdellä lehdistötiedotteella vuonna 2005 “Suomen lainsäädäntö täyttää hyvin heinäkuun alussa voimaan tulevan julkisen sektorin tiedon uudelleenkäyttöä koskevan direktiivin tavoitteet ja velvoitteet.”

3# Kolmas osio on edellä mainittujen toimenpiteiden tukeminen 100 miljoonalla eurolla, jotka myönnetään vuosina 2011–2013 datankäsittelyteknologian parantamista koskevaan tutkimukseen. Tästä minulla ei ole vielä tarkempaa tietoa, mutta selvittelen asiaa.

Neelie Kroess jatkaa: “Aloittakaa nyt: käyttäkää tätä mahdollisuutta yhdistää voimanne muiden johtavien toimijoiden kanssa, jotka jo hyötyvät datan avoimuudesta. Veronmaksajat ovat jo kustantaneet nämä tiedot. Vähin mitä voimme tehdä, on antaa ne takaisin niille, jotka haluavat käyttää tietoja uusilla tavoilla auttaakseen ihmisiä sekä luodakseen työpaikkoja ja kasvua”

Tämän valossa ei voi muuta todeta, kuin, ettei ole mitään syytä, minkä takia Suomen pitäisi noudattaa VM:n budjettiosaston linjauksia. Budjettiosaston virkamiehet saavat halutessaan jäädä poteroonsa, mutta avoimen datan asia on nyt nostettava sieltä poliittiseen keskusteluun. Effi julkaisikin aiheesta aamulla avoimen kirjeen ministeri Urpilaiselle. Vastausta odotellessa.

Edit 8.12 klo 13:52 Lisäsin linkit MML:n muistioluonnokseen (31.10 lähes sama, kuin lausuntokierrokselle lähtenyt ehdotus), MML:n toiseen tiedotteeseen ja LVM:n lausuntoon asiasta ja VM:n budjettiosaston lausuntoon (kiitos taas linkistä Paikkatieto.com). Korostan, että kielteinen kanta on puhtaasti budejttiosaston, VMn muut osastot ja erityisesti Julk ICT  -yksikkö puoltavat datan avaamista.

Tällä hetkellä Suomessa on meneillään virkamiesvallan voimannäyttö, joka voi pahimmillaan tyrehdyttää tai ainakin merkittävästi viivästyttää julkisen sektorin tietovarantojen avautumista.

Kuva: Maanmittauslaitos haluaisi avata muun muassa maastotietokannan ja siitä tuotetut rasterikartat, sekä digitaaliset ilmakuvat avoimesti ja maksutta kaikkien käyttöön, mutta Valtiovarainministeriön budjettiosasto vastustaa. Osa avattavaksi ehdotetuista aineistoista oli maksutta koekäytössä Apps4Finland -kilpailussa. (ks. Posikin blogikirjoitus aiheesta)

Suomessa on tunnetusti virkamiehillä paljon valtaa. On varmasti hyväkin, että asiantunteva virkamieskunta tuo puolueista riippumatonta ja yli vaalikausien ulottavaa jatkuvuutta järjestelmään mutta…

Ongelmaksi asia muodostuu silloin, kun virkamiesvalta on ainoa valta ja luottamushenkilöt muuttuvat kumileimasimiksi. Riski tällaiseen kehitykseen on suurin sellaisilla yhteiskunnan alueilla, joihin poliittisilla toimijoilla ei ole kiinnostusta tai omaa asiantuntemusta. Valitettavasti tietoyhteiskunta-asiat ja tietopolitiikka tuntuu olevan sellaisia asioita, jotka tosiasiallisesti hetkauttavat vain harvoja nykypoliitikoita.

Lyhyesti: Maanmittauslaitos (MML) on selvittänyt rasterikartta-aineistojen avaamista maksuttomaan ja vapaaseen käyttöön (tiedote 15.6.2011) ja tullut siihen tulokseen, että avaaminen kannattaa (tiedote 3.11.2011). Maksuista luopuminen edellyttää laissa olevan maksuasetuksen muuttamista, joten MML teki asiasta ehdotuksen Maa- ja metsätalousministeriölle.

MML:n 11.11. päivätyn lausuntopyynnön * perusteella MML saa nykyisin rahaa kaikkien aineistojen myynnistä n. 5M€ vuodessa ja tulojen oletetaan laskevan ehdotuksen myötä niin, että ensivuonna tulisi vain 3,8M€. Käytännössä tulojen menetyksen ohella MML:n kulutkin laskisivat merkittävästi, mutta olennaista on avoimen datan kokonaistaloudelliset ja muut yhteiskunnalliset vaikutukset, kun maastokartta-aineistojen käyttö lisääntyisi merkittävästi.

MML:n 11.11.2011 lausuntopyyntökierrokselle lähettämä ehdotus.

Ehdotukseen pyydettiin lausuntoja muilta ministeriöiltä ja palaute oli positiivista ( ks. esim LVM:n lausunto ), onhan julkisen sektorin tietovarantojen avaamisesta tehty hallituksen periaatepäätös ja asia on nostettu Kataisen hallitusohjelman toimeenpanosuunnitelmassakin kärkihankkeiden joukkoon (ks. [1][2][3] artikkelin lopusta). Kantona kaskessa on kuitenkin yhden ministeriön yksi osasto (tai sen osaston muutama virkamiesvallan käyttäjä). Valtiovarainministeriö budjettiosasto nimittäin antoi asiasta kielteisen lausunnon.

“Maastotietokantojen avaaminen laajemmin kansalaisten ja yritysten käyttöön on kannatettavaa, mutta se ei tarkoita, että maastotietojen käyttöoikeus olisi jatkossa maksuton tai alle kustannusvastaavuuden. Valtiovarainministeriö ei puolla tällaista muutosta …”

Valtion budjettitalouteen tämä tietojen avaus ei vaikuttaisi ainakaan negatiivisesti, sillä MML ei edes pyydä mitään valtion budjetista, vaan kuittaisi tulojen menetykset omasta toiminnastaan muilla keinoin. Valitettavasti muiden ministeriöiden puolustuslauseilla ei ole merkitystä (hyvisvirkamiehet on pelattu pois pelistä) ja budjettiosaston sana on painavin, ellei joku poliitikko ymmärrä asettua puolustamaan tietoyhteiskuntaa.

Virallisesti asiasta (maksuasetuksen muuttamisesta) pitäisi päättää hallituksen rahavaliokunnassa. Yleensä rahavaliokuntaan ei viedä sellaisia ehdotuksia, joita VM:n budjettiosasto on vastustanut. Tämän takia ehdotus lepää nyt ilmeisesti Maa- ja metsätalousministeri Jari Koskisen (kok) pöydällä. Mikäli perinteistä käyttäytymismallia noudatetaan, niin tietoyhteiskuntapoliittisesti kenties vuoden mielenkiintoisin päätös ei koskaan edes päädy poliitikkojen päätettäväksi.

Year of Open Government Data in Finland - Who is involved and what is going on?

Background

• Access to information produced and/or managed by government was fairly regulated up until the 1990′s. The information was there and it was formally available to citizens, but it often required a lot of patience and skill with the bureaucratic machinery to get it.
• This was in part caused by the awareness of “sensitive information” during the Cold War years: the USSR was right next door. Also, Finland transformed from an agricultural to industrial, and eventually hi-tech, society in about only 30 years, ca. 1955-1985. The speed of the change made sure that people had other things than public sector information in mind.
• Finland was in the European forefront when the IT and WWW breakthrough into citizen society began in earnest –> New legislation on Public Sector Information and access to it came into effect in 1999.
• In the first years of the 21st century we started to lag in the information society developments but are now catching up. The value and applications of open government data are widely recognized and central government is moving as fast as it can (in it’s own pace) in creating State-level OGD policies, services and solutions.

Method – Simple 5 Minute Survey

• For the OGDcamp (and for other purposes) we wanted to track the Finnish open government data community and the important recent advances and themes. For that purpose we made with Google form a short survey with three main questions:

1. What has happened in Finland in the area of Open Government Data during the past year (open ended)
2. Topics: Name 1-3 important changes/events/trends from the past year
3. Persons: Indicate 1-3 persons who should also answer this survey

Network

• There’s active cooperation between central government, local administrations, academic research and developers. The network of developers and data loving civil servants is growing fast. The number of Finns in OGDcamp has doubled since last year.
• The Ministry of Finance and the Ministry of Transport and Communications are both active in creating the participant administrative networks and the knowledge base for the upcoming solutions. There is also a “open democraby” developer community surrounding the Finnish parliament.
• At the local level we have seen open data activity not only in Helsinki, but also at Tampere and Jyväskylä.

Public discussion & attitude change

• The question of opening government data has appeared positively in insied-government ans public discussions. Interest toward the issue is growing wider beyond the small advocacy community.

Government resolution & programme

• The government gave a declaration on the importance of OGD in the spring of 2011. The document included several suggestions and recommendations for practical measures to be undertaken fairly soon. Because the parliamentary elections in April led to prolonged negotiations on the new government, the political processes stalled for a few months. In it’s programme (see the direct quotes in the end of this post), the new government has taken a positive stand on the OGD issue which seems to have wide political approval across the party spectrum. This gives hope that things might proceed to the next stage in good order.
• The new Law on Data Management in Public Administration came into effect on Sept 1 this year. Although the law is mostly about information production and systems, it will have an effect on OGD development as well.

Apps4Finland & Open data events

• Open data related workshops and events are organized almost weekly. The Apps4Finland contest was now organized for third year in a row and this time the amount of submissions almost tripled from the last year. Many of the sponsors and participants from the earlier years are continuing to work for the open data. “It’s not about the apps it’s about building the community!”

Datajournalism and Helsingin Sanomat -newspaper

• The global trend of data journalism reached Finland rather quickly. Helsingin Sanomat, the biggest Finnish newspaper have organized several successful hacking events. They have also published their own data resources for reuse and released open data guidelines for the whole newspaper. The day of datajournalism gathered the Finnish ddj people first time together in larger scale and several datajournalism courses are running or about to start.

Real data openings

• The transport authority of the capital region is old data opener and they are allready seeing the value of it. Other transport data, from the railways for example have been opened lately as well.
• In Helsinki region many relevant datasets (statistics, service data etc.) have been published.
• The National Land Survey have already opened some data and will continue to do so. They have adopted a very OGD friendly policy and are one of the forerunners in Finland.
• Two regional libraries have opened their catalog data.

Forerunner project – Helsinki Region Infoshare

• The Helsinki Region Infoshare project -project and the resulting data catalog- and clearing house -services have demonstrated what data opening means in practice. This directly enhances the planning of the central government catalogue service.

What next? Opening Soon, some examples:

• There are plans for an alpha version of the state catalogue in 2012. The state service will cooperate closely with Helsinki Region Infoshare.
• The huge data repositories of the Finnish Parliament. As open data, these will give citizens access to policy and legislation making data both in the past and in the real-time present. The applications will definitely be diverse and extremely interesting to follow.
• Netra, the State Treasury’s reporting service on the performance, personnel information and expenditures of the Finnish state. For several years public as an ordinary web site (www.netra.fi), this will a veritable motherlode as open data.
• Some of the Finnish Tax Administration’s data repositories. Lots of questions concerning privacy and person-related data there…
• Ministry of Employment and the Economy is looking into OGD very closely. The labour market and employment authorities most likely own very interesting data.

Real-time stream: The event will be streamed (Bambuser and Adobe Connect) in real-time. Participation links will be published at the event site and in Twitter #ddj and #datajournalismi.

Datajournalismin päivä (Day of the data journalism) will be the first large scale data journalism -seminar in Finland. The event brings togeather journalists, programmers, media businesses, researchers, students and people generally interested in the new trends in journalism and the use of open data.

Day of the data journalism aims to be the place for the Finnish data journalism community to meet in real life. The day is also included as part of two university courses (Aalto university and University of Tampere) and one open-for-everybody online couse on data journalism (organized by Otavan Opisto).

Theme and agenda
Theme of the day is “Municipal data and local journalism – municipal elections 2012″. The theme ties togeather the multiple sessions of the day. Hopefully also new data driven news concepts are developed for reporting about the Finnish municipal elections next year.

Most parts of the agenda are in Finnish, but the international audience may enjoy the English language mornig session 9:45 -10:45 (Finnish time EEST), including the talk of IBM’s data visualization expert Peter Bak the afternoon session with Chris Taggart. See the whole agenda here.

Story aquarium
During the day one team, including a journalist from the local news paper, programmers and data visualists, will be developing a data driven news story. The team will be working at the site, but in a separate room “aquarium”. After lunch and coffee brakes the audience will get short briefings on how the team is progressing in the actual data journalism work. The team will use screen scraped municipal data from the city of Tampere (unfortunately there is not yet open data published by the city) and other relevant data sources.

Year ago I was happy to announce the publication of a Finnish open data guidebook (Poikola, Kola, Hintikka 2010) which was published by the Finnish Ministry of Transport and Communications. Now little shorter version is translated into English.

The guidebook is mainly targeted for the civil servants willing to open up the public sector data, but it can serve other audiences as well. Later on I will contribute some content to the http://opendatamanual.org/ -initiative.

Tieto ei ole niukkuudesta kärsivä resurssi. Digitaalisessa muodossa tietoa jaettaessa sen määrä ei vähene, eikä laatu heikkene, vaan pikemminkin päinvastoin – mitä useampi jotakin aineistoa käyttää, sitä suurempi sen arvo on.

Data laajasti käsitettynä on digitaalista raaka-ainetta, kuten tilastoja, julkaisuja, simulaatiomalleja, videotallenteita, kuvia, karttoja, paikkatietoa, 3d-malleja jne. Datan jalostuksen kierrossa se, mikä on jollekin lopputuote, vaikkapa valmis tilasto voi olla toiselle raaka-ainetta, jota yhdistetään muuhun dataan ja muokataan uudeksi lopputuotteeksi. Maailmalla ja Suomessakin alati voimistuva avoimen datan liikehdintä pyrkii siihen, että erityisesti julkinen sektori, mutta myös yritykset ja muut yhteisöt tarjoaisivat hallussaan olevia datavarantojaan avoimesti kaikkien käytettäväksi. Voisiko kaikki julkinen data olla myös avointa?

Virallista tietojen avautumista odotellessa monet palveluiden kehittäjät ovat valinneet teknisesti tuskallisemman ja joskus lain harmaalla alueella olevan lähestymistavan ja tehneet niin sanottuja screen scraper (ruudunraapija) -ohjelmia, jotka käyvät automaattisesti läpi verkkosivuja ja tallentavat tiedot sieltä tietokantaan. Näin esimerkiksi avoimia työpaikkoja kartalla näyttävä duunitori.fi on raapinut työvoimaviranomaisten sivuja.

Innovaatioita, tehoa ja demokratiaa

Julkishallinnon datan avaamisella edistetään keskeisesti kolmea päämäärää: 1.) innovaatiotoimintaa ja digitaalisten sovellusten ja palvelujen kehittymistä 2.)
hallinnon tehokkuutta ja 3.) läpinäkyvyyttä ja demokratiaa. Loistava esimerkki ensimmäisestä kategoriasta on Reittiopas.fi -palvelun avointa rajapintaa hyödyntävät erittäin suositut älypuhelinsovellukset. Hallinnon tehokkuus puolestaan syntyy siitä, että tietoa voidaan hyödyntää valmistelussa ja päätöksenteossa joustavammin eri viranomaisten välillä.

Läpinäkyvyyttä ja demokratiaa tukeva julkinen data on ollut erityisesti kiinnostuksenkohteena nyt vaalien aikaan. Avoimen demokratian palvelut, kuten Kansanmuisti.fi, Pikkuparlamentti.fi ja Vaalilupausarkisto.fi pyrkivät tekemään hallinnon prosesseista läpinäkyvämpiä ja edistämään kansalaisten osallistumista. Vaaleihin, ehdokkaisiin ja luottamushenkilöihin liittyviä datavarantoja on listattuna ehdolla.org -verkkosivustolle.

Datajournalismin kokeiluja eduskuntavaaleissa

Verkkosovellusten kehittämisen lisäksi myös journalismin keinoja ja avointa dataa yhdistävä datajournalismi on rantautumassa Suomeen. Erityisesti Helsingin Sanomat on pyrkinyt edistämään tätä järjestämällä ohjelmoijia ja journalisteja yhdistäneen HsOpen -tapaamisen, sekä julkaisemalla vaalikoneensa sisällön avoimena datana jo ennen vaaleja.

Vain viikon sisällä vaalikonedatan julkaisusta siitä oli jo tehty toistakymmentä erilaista visualisaatiota ja analyysia. Esimerkiksi Juha Törmänen teki vaalikonedatasta faktorianalyysin avulla interaktiivisen poliitikkokartan. Kartalla ehdokkaat asettuivat koordinaatistoon heidän vaalikonevastaustensa perusteella. Visualisaatio osoitti hyvin, että puolueilla on keskenään eroja. Erityisen mielenkiintoinen oli perinteisestä vasemmisto-oikeisto-akselista poikkeava pystyakseli, jonka ääripäissä olivat Vihreät ja Perussuomalaiset. Törmäsen poliitikkokartta keräsi viikossa yli 20 000 kävijää ja herätti huomattavan paljon keskustelua ja jatkoanalyyseja.

Datan visualisointiin keskittynyt Datarangers -yritys teki Helsingin sanomien vaalikonedataan perustuen visuaalisen vaalikoneen. Myös siinä ehdokkaat oli asetettu kartalle heidän vastaustensa samankaltaisuuden perusteella. Visuaalisen vaalikoneen käyttäjä pystyi näkemään omien vastaustensa vaikutuksen välittömästi, kun sopivien ehdokkaiden määrä kartalla väheni, mitä tiukemmin rajasi omasta mielestään sopivat vastausvaihtoehdot.

Mielenkiintoista olisi nähdä vaalikoneiden tiedot yhdistettynä vaalirahoitusilmotuksiin ja eduskunnan datavarantoihin kansanedustajien äänestyskäyttäytymisestä, puheista ja muista valtiopäivätoimista. Eduskunta ei vielä tarjoa julkisiakaan aineistoja avoimena datana. Kansanmuisti.fi -palvelun kehittäjät ovat screen scraping -tekniikalla hankkineet tietokantaan suuren määrän kansanedustajien toimintaan liittyvää dataa ja julkaisseet mielenkiintoisen yhdenmukaisuuslaskurin, jossa verrataan edellisten vaalien ehdokkaiden vaalikonevastauksia vaalikauden aikana tehtyihin todellisiin äänestyksiin.

Antti Poikola on erikoistunut kansalaisten ja julkishallinnon välisten yhteistyöratkaisujen kehittämiseen ja avoimuuteen pohjautuvien toimintamallien jalkauttamiseen. Hän on Liikenne- ja viestintäministeriön julkaiseman “Julkinen data – johdatus tietovarantojen avaamiseen” -oppaan (Poikola, Kola Hintikka 2010) pääkirjoittaja.

Helsinki Region Infoshare webservice and data catalogue published 18.3.2011

Helsinki Region Infoshare makes data publicly available

The Helsinki Region Infoshare project initiated by the cities of the Helsinki metropolitan area opens up the cities’ databases for everybody. The publicly available data can be found at the new web service www.hri.fi. The data can be utilized free of charge.

The Helsinki Region Infoshare (www.hri.fi) makes public data from the Helsinki Region available for anyone to use. The data mainly consists of statistics and forecasts, at the moment.

Earilier, public data in the region has been used for example to visualize demographic statistics, to facilitate housing and job searches, to create a mobile version of Helsinki Region Transport’s Journey Planner, and to allow the procurement announcements of authorities to be browsed on the map.

The web service is open to everybody but it is especially targeted at users of statistical data, application developers and others who are interested in open data.

The users of the service can give feedback on the data, discuss, and make request on new data sources to be opened.

Publicly available data enables new services and efficient use of data

The core idea of the Helsinki Region Infoshare project is that opening public data and making it available for users helps to create new services and business in the region. For example, open data can be used to build new web applications that benefit citizens.

Making data publicly available is also intended to facilitate research and development. It is meant to increase the participation of citizens and their understanding of their housing areas. The data can be used to monitor, analyze and visualize social phenomena.

Moving forward by listening to users

The Helsinki Region Infoshare web service now published is a beta version. The site will be developed further and expanded on the basis of user feedback. The target is in 2012, when the service should include a great deal of statistical and other data from the Helsinki Region. The project will also become part of the World Design Capital Helsinki 2012 programme.

The Helsinki Region Infoshare web service will be published on March 18, 2011, in an event from 13:00 to 14:00 at Virka Gallery, Helsinki City Hall (Sofiankatu 1 / Pohjoisesplanadi 11-13). The event is organized by the Cities of Helsinki, Espoo, Vantaa and Kauniainen together with Forum Virium Helsinki. You’re welcome to attend!

Helsinki Region Infoshare
The Helsinki Region Infoshare project makes data concerning the Helsinki Region publicly available. The data can be used by municipalities, corporations, communities, residents, researchers, educators and others. The project is coordinated by the City of Helsinki Urban Facts. The project involves the Cities of Helsinki, Espoo, Vantaa and Kauniainen, Forum Virium Helsinki and Sitra, the Finnish Innovation Fund. The Ministry of Finance has granted the project a municipal cooperation subsidy. www.hri.fi

Today the policy decision was officially confirmed by the government. The press release in Finnish and the proposal of the decision in Finnish and Swedish.

The final version of the decision is not yet published, but my assumption is that it is not very much different from the earlier proposal. The biggest national newspaper Helsingin Sanomat predicted the decision and wrote yesterday 2.3. full page about the open data.

Policy decision on the availability of public sector information

The government has made a policy decision regarding the availability of public digital data. Public information resources should be openly available for re-use on consistent, transparent and equal terms. The information must be generally free of charge.

The decision applies primarily to the public data sets that can be provided for re-use as they are and there are no legal limitations to processing the data.

The public sector bodies must always ensure that privacy, trade secrets, intellectual property, national security, or other similar principles and rights are not compromised while opening up the information resources.

The decision states that legislation related to public sector information and its re-use needs to be clarified. The technical structures that enable re-use of information should be harmonized. In addition, provision of services and applications that make use of public data sets must be supported and promoted.

The government states that the re-use terms and licences must not hinder diverse commercial and non-commercial re-use of the public sector information. The information resources should be available for re-use as widely as possible without further consultation and approval procedures.
